How to scan to PDF on Windows — and why TIF scans go missing

5 min readHow to

To scan to PDF on Windows, open the free Windows Scan app, set Source to Flatbed or Feeder so PDF appears under File type, and click Scan. Already scanned to pictures? Scan to PDF joins them in your browser, but it quietly skips TIF files.

If a scanner is plugged into your PC, Windows can already make the PDF, and that is the route to take first. Scan to PDF cannot drive a scanner: it works from a camera or from picture files. Where it helps on Windows is the step after scanning, joining a pile of scanned pages into one PDF, with two catches worth knowing before you start.

A dark desktop scanner in isometric view with its lid propped open, a pale sheet lying in its tray with a bright lime band across it, a small lime arrowhead at its right side pointing back into the machine, and a faint flat stack of pages below it to the right, on a pale grey-white background
Windows does the scanning. A browser tab can do the joining.

How do I scan a document to PDF on Windows?

Open the Windows Scan app, free from the Microsoft Store, pick your scanner, and set Source to Flatbed or Feeder. PDF then appears under File type. Click Scan, and the file is saved to Pictures, then Scans. That is the route Microsoft's own answers describe; we have not tested it ourselves.

The Source setting is the part people miss. Answers on Microsoft's Q&A site report that PDF does not show as a file type while Source is left on Auto-configured, which is why "why can't I scan to PDF" is a common question about this app.

How do I take a scan and turn it into a PDF?

In the older Windows Fax and Scan, press Windows+R, type wfs, and click New Scan. It saves pictures, not PDFs, so open the scan, choose File, then Print, and pick Microsoft Print to PDF as the printer. That route is widely documented; again, we describe it rather than vouch for it.

If you already have the scans as pictures, a browser tab can join them. Scan to PDF takes picture files as well as camera captures, puts them in order, and builds the PDF on your PC.

  1. Save the scans as JPG or PNG

In Windows Scan or Fax and Scan, choose JPEG or PNG as the file type, not TIF. The section below explains why.

  2. Open Scan to PDF

Open Scan to PDF in Chrome or Edge. Leave the camera off: the Add photos button only shows while the camera is stopped.

  3. Add the scans

Click Add photos, go to Pictures, then Scans, and Ctrl-click every page you want. Each becomes a numbered thumbnail.

  4. Check the order and count

Use the arrows to move a page earlier or later and the X to drop one. Count the thumbnails against the pages you scanned.

  5. Pick Letter or A4 and create

Choose Letter or A4, not Fit to photo, then click Create PDF. The file downloads as babapdf_scan.pdf.

Why does my TIF scan not show up?

Because Chrome cannot read TIFF, and Add photos drops any picture it cannot open without saying so. Both Windows scan apps offer TIF as a file type. We tested a valid TIFF that another image library opened without trouble: in Chromium 152 on Windows it was refused, while a BMP and a PNG went straight in.

There is no error and no message. The TIF simply never becomes a thumbnail, so a ten-page scan can turn into a nine-page PDF if one page was saved differently. Count the thumbnails before you click Create PDF. Edge is built on the same engine as Chrome, though we did not test it on its own. JPG to PDF and PNG to PDF do not take TIFF either; rescan to JPEG or PNG instead.

Why is my scanned page so big in the PDF?

Because Fit to photo sizes the page from the pixel count and ignores the resolution the scanner wrote into the file. It assumes 96 pixels per inch. A Letter page scanned at 300 DPI is 2550 by 3300 pixels, and in our test it became a page 26.56 by 34.38 inches.

A huge dark block filling the left of the frame, stepped down on its right side, beside a much smaller dark sheet with a bright lime folded top-right corner, on a pale grey-white background
Fit to photo turns a 300 DPI scan into a poster. Letter puts it back on a letter page.

The file carried a 300 DPI tag; the page size ignored it. Letter on the same scan gave exactly 8.5 by 11 inches, with the scan fitted inside a 24-point margin, and A4 gave A4. On screen the poster-sized page looks normal, which is why it surprises people only when they print, or when a form upload checks the page size.

Is it better to save a scan as PDF or JPEG?

PDF for a document of several pages you will send or file, because it keeps the pages together in order. JPEG for a single picture you will edit or post. For scanning on Windows the practical answer is both: save JPEG from the scanner, then join the pages into one PDF.

One trade to know: Scan to PDF re-saves every picture as a JPEG at quality 0.92, even a PNG. Our 204,530-byte PNG scan came out as a 78,578-byte JPEG page. If your scans are already JPEGs and you want them copied in untouched, JPG to PDF embeds them byte for byte. Pick Letter or A4 there too, because its Fit to image sizes pages the same way. The Windows JPG guide walks through it.

Can I scan to PDF on a laptop without a scanner?

Yes, with the webcam, though a phone does it better. Scan to PDF asks for the rear camera, but that is a preference rather than a requirement, so a laptop with one front webcam uses that one. Hold the page up to it and click Capture page for each sheet.

Each capture is a frame of live video, so small print can come out soft. A phone camera, as in how to scan a PDF on iPhone, gives sharper pages. The general scanning guide covers the camera route on any device.

Where can I scan to PDF for free?

Windows Scan is a free Store app, and Fax and Scan costs nothing either. Scan to PDF is free too, with no account, no watermark and no install. The PDF is assembled in the browser tab, so the scans are not sent anywhere, which matters when the paper is a tax form or a passport.

Can I search the text in a scanned PDF?

Not straight away. Every page is a picture, so there is nothing to select or search, for the reason in why scanned PDFs have no selectable text. Run the result through OCR PDF, which reads English text and lays an invisible, searchable layer over each page.
